Here we will study Charter act of 1793 (UPSC) from the viewpoint of UPSC exams and other State PSC exams. British Parliament passed this act to strengthen the policy of centralization, which was started in 1773. This act also had drain of wealth provision.

Salient features of Charter act 1793 (UPSC)-

The main reason behind the introduction of Charter act of 1793 (UPSC) was to strengthen the position of Governor general of Bengal than that of Governor of Bombay and Madras. During Charter act 1793 Governor general was Lord Cornwallis.

Charter act of 1793 was another step towards the centralization of British East India company’s administration in India. Some of the features of this act are-

  • As we know that 1786 act gave overriding powers to Lord Cornwallis over his executive Council. Charter act 1793 extended this overriding powers to all future Governor generals and Governor’s of presidencies. 
  • It gave Governor general of Bengal more powers and control over the governments of subordinate presidencies of Bombay and Madras.
  • So we see further continuation of centralizing tendency that was started by 1773 Regulating act.

  • This act extended the trade Monopoly of the British East India company in India for another 20 years.
  • It also provided that the commander-in-chief was not to be member of the Governor general Council unless he was so appointed.
  • It provided members of Board of Control and their staff to be paid out of Indian revenues. so we see Drain of Wealth in this provision.
