Indian council act of 1909 UPSC short notes

Here we will study the Indian council act of 1909 (UPSC) from the viewpoint of Civil services exam and other State PSC exams. British Parliament passed this act in 1909. The most important point of this act was that it provided for communal representation as it introduced separate electorates for Muslims in India.
The Indian council act of 1909 is also known as Morley Minto reforms act 1909. Lord Morley was Secretary of State of India and Lord Minto was the viceroy of India when this act was passed.

Salient features of Indian council act 1909-
Some of the salient features of Indian council act 1909 are-
- It increased the size of both Central and Provincial Legislative Council.
- It increased members of Central Legislative Council from 16 to 60.
- It continued official majority in Central Legislative Council but it allowed provincial legislative councils to have non-official majority.
- It increased deliberative functions of Legislative councils at both levels.
- The act allowed members to ask supplementary questions and move resolutions on budget.
- This act for the first time assosiated Indians with Executive Council of Viceroy and governors.
- The first Indian to join viceroy’s executive Council was Satyendra Prasad Sinha. He joined as a law member.
- It introduced separate electorate for Muslims.
- Separate electorate means now Muslim representatives to be elected only by Muslim voters. So we can say that this act provided for communal representation.
- Lord Minto is also called father of communal electorate.
- It also provided for separate representation of Presidency Corporations, Chamber of Commerce, Universities and Zamindars.
